[4.5.0 RTC Native platform API references & Release notes update]

Hi,

As requested by the product manager Monica Chen, All APIs related to RTE needs to be removed from the English API refs as well as the release notes.
The changes are included in this tag: AgoraIO/agora_doc_source@4.5.0-fix...4.5.0-hide
The props="cn" means it will not be published in the english source.
