[Bug]: Using Agenta in development requires you to install unrelated packages to your application #1630

Description

When using Agenta in development mode, you are expected to install packages that are not directly related to the app you want to serve.

Expected Behaviour

The expected behavior should be that when I am serving my app using Agenta in development, it should automatically add the required Agenta packages and not cause my deployed variant container to fail.
