- fix bug: find_nal_unit probably not always correct, especially when end of nal is exactly at the end of available data
- built-in unit test - read/write known streams
- built-in unit test - write random data then read back and compare, or vice versa
- implement reading and writing SEI
- implement reading and writing decoded reference picture marking data
- implement reading and writing reference picture list reordering data
- implement reading and writing SPS extension
- add range checking for values which are used to read or write other values
- add error handling in bs_* functions (particularly end-of-file/buffer)
