Users can manage accounts in their address book.

Every address book entry will have the following:

NEAR account id (implicit or named) (Example. john.near) - unique per user - pay attention to implicit or named(.near) validation
Alias - unique per user
Phone (optional)
Email (optional)

For now we only work on get, getAll, post and delete api's.
